Scheme description

Conversion of existing hmo dwelling into three flats (1x two bedroom, 2x one bedroom) including construction of a first floor side extension, part two storey-part single storey rear extension and alterations to the roof.

Why it was refused
Reason 1

The conversion of the dwelling into flats would result in the loss of a family dwelling house to the detriment of the stock of larger homes in the borough, contrary to Policies 3.3 and 3.8, Policy H9 of the Draft London Plan, Policy SP 3 and DMH 4 of the Draft Local Plan, Policy CM1 of the Core Strategy DPD, and Policy BP10 and BC4 of the Borough Wide DPD.

Reason 2

The proposed development by reason of scale is considered harmful to the appearance of the house and character of the area. Officers regard it as an overdevelopment of the application site. As such, the proposed development is contrary to NPPF, Policies 7.1, 7.4 and 7.6 of The London Plan, Policy D4 of the Draft London Plan Intended to Publish, Policy SP 2 and DMD 1 of the Draft Local Plan, Policy CP3 of the LDF Core Strategy (July 2010), Policies BP8 and BP11 of the LDF Borough Wide Development Plan Policies DPD (March 2011) and the Residential Extensions and Alterations Supplementary Planning Document.

Reason 3

The proposed development by reason of scale, would result in an increased sense of overbearingness and a harmful loss of privacy to no 65 Gordon Road, therefore constituting unneighbourly development and contrary to NPPF, Policies 7.1, 7.4 and 7.6 of The London Plan, Policy D4 of the Draft London Plan Intended to Publish, Policy DMD 1 of the Draft Local Plan, Policy CP3 of the LDF Core Strategy, Policies BP8 and BP11 of the LDF Borough Wide Development Plan Policies DPD and the Residential Extensions and Alterations Supplementary Planning Document.

Reason 4

The proposed flats have the potential to increase activity level and coming and goings to and from the site leading to additional levels of noise and disturbance at the property. This is considered to have a negative impact on neighbouring amenity and in turn the health and wellbeing of neighbouring residents. As such the proposal is contrary to the London Plan Policies 7.1 and 7.15, Policies DMD 1, SP 7 and DMSI 3 of the Draft Local Plan, and Policies BP8 and BP11 of the Local Development Framework Borough Wide Development Plan.
