The conversion of the dwelling into a 5 Bedroom HMO would result in the loss of a family dwelling house to the detriment of the stock of family housing in the borough, contrary to Policy BC4 of the Borough Wide Development Policies DPD (March 2011), and the proposed sub-division of this family dwelling in an area where the predominant form is family housing would result in a loss of amenity and character to the area through increase levels of traffic, noise, generation of refuse and general disturbance to the area contrary to Policy BC4 and BP8.
